I am directed by Mr. Learetary Healonald to

transmit to you, to be laid before Viacount Halifax,

a copy of a telegres from the Governor of liong Kong

regarding civilian casualties which occurred in British

territory as a result of Japanese gunfire or rifle fire

from the Chinese side of the border.

If Lord Halifax sees no objection,

Hr. MacDonald would suggest that the Governor of Hong

Kong should be instructed to prepare a claim for

compensation from the Japanese Government in respect of

the damage done on British territory, and that lis

Enjeaty's mumbassador at Tokyo should present this claim

to the Japanese Government at the earliest possible date.

3. Copies of this letter and of the enclosed

telegram are bein, sent to the Far Uffice, Admiralty,

air Kinistry and Board of Trade.
